Token Priority for multi token users

Hi

I have users with 2 token enrolled, TOTP & SMS .
is there any way to achieve the following token priority ?:

  1. if user has TOTP enrolled, only TOTP used for authentication
  2. if user does not have TOTP enrolled, only then SMS token used for authentication

Why would a user, who is supposed to only authenticate with a TOTP token should have an SMS token in the first place?

Logically yes,it is not necessary to have both at the same time, however I wanted to check if there is such option to give priority to Token
