I’ve tested on a Nokia 5.1 Plus and a Google Pixel 3a and on both of them notifications rather don’t then do work. If they work at all they only work if the app is the foreground or it’s in the recent aps list. On both phones I’ve turned everything on (background operation and both notification channels) and battery optimisation off.
