Posibility of create non admin but managers profiles/users

Hi, one question, is posible to create a manager profile to add users to it.

i mean, a profile with users that can manage all tokens, assign and unassign tokens from other users of one realm, but has not admin privileges to manage Privacidea configuration…

sure, thats also an admin but with admin-policies which allow only token-management
