Hi,
privacyIDEA 2.4 will support managing users. (Just pushed the latest
commit and closed the issue)
If the User Id Resolver supports this (SQL Resolver does at the moment),
you can edit, delete and create new users.
Edit a user:
Add a user:
This way you will be able to manage your users if - by any chance - you
do not have an existing user management 
privacyIDEA is scheduled for August 19th.
At the moment it looks like, as if the release might also come earlier!
