If Incase our PrivacyIdea server goes down or not reachable, then how the users will authenticate and login into the windows machine?
Can anyone help me to login privacyidea in offline mode?

You can only use HOTP for offline. After the token is enrolled, set them to application=offline, then authenticate ONLINE once with the windows machine so the offline values are received. Now you can use the the token ONLY offline on that machine for whatever amount of values you configured.
