Add more Manager who can enroll token for users

How can i add more User who can enroll token for users ?
i following here: https://www.privacyidea.org/managing-users/ but after create user and create policy i got error :" Admin actions are defined, but the action
policywrite is not allowed!"

Create a sudo user on the Linux server PI runs on…

Actually you misconfigured yor policies!
Use “pi-manage policy …” to clean up. Use an account with root privileges.
