User self registration

Hi,

in privacyIDEA 2.10 will be a new functionality of registering users.
https://github.com/privacyidea/privacyidea/issues?utf8=��%

This means it will be possible for users, that do not exist in any user
database to register with privacyidea
http://privacyidea.readthedocs.org/en/latest/policies/register.html

Such a user will get a registration token enrolled and will receive a
notification email.

The email concept will get a bit polished, to improve the SMTP server
config handling:

If you have any ideas or input on this registration stuff, just drop me

Hi Actually it might be sometimes a usefull functionallity but I suppose
that in many cases it should be prohibited and be controlled by an admin
to create users.
At the moment I loooking a case like this.
It would be nice If it was possible to create a policy in order to disable
