Problem with page scrolling in privacyIdea 2.21

Platform: Amazon Linux
Database: PostgreSQL 9.5
privacyIDEA version: 2.21
Browsers: Chrome Version 64.0.3282.186 (Official Build) (64-bit) and FireFox 58.0.2 (64 bit)

Steps to reproduce the issue:

1- Log into the privacyIDEA web portal
2- Accept all welcome dialog boxes
3- Navigate to config tab and the page is scrollable
4- Log out
5- Log back in to privacyIDEA portal (no welcome dialog box)
6- Navigate to config tab and the page is not scrollable

This is a strange old bug. I am wondering how this would reappear.
Go to the policies and a define a webui policy “hide_welcome_message”.

Reload the page Ctrl-R and the issue will be gone.

Correct flag is “hide_welcome_info” not “hide_welcome_message”
